Saanvi Advisory TRUSTED PARTNER FOR REGULATORY EXCELLENCE

Overview

PESO, the Petroleum and Explosives Safety Organisation, is the statutory authority under DPIIT that governs the storage, handling, and transport of petroleum products, compressed gases, and explosives. A license becomes mandatory once volume or pressure thresholds are crossed: bulk diesel or furnace oil storage, LPG and other pressure vessels under the SMPV Rules, gas cylinder filling, or electrical equipment installed in a classified hazardous zone.

Diesel generator yards are the most common trigger for industrial units, since bulk fuel storage above the exemption limit needs the same layout approval and Competent Person certification as any other PESO-regulated facility. That requirement fell within the same compliance remit our founder managed for 25 years, alongside the TNPCB and factory-licensing work the rest of this site describes.

What's Included

  • Layout Plan Approval. Engineering drawings and safety layout plans filed through the PESO Online Portal (OASYS) before construction or installation begins.
  • Site Construction & NOC. Coordinating the No Objection Certificate from the District Magistrate and State Fire Services once the facility is built to the approved layout.
  • Competent Person Certification. Arranging hydro-testing, pressure testing, and the statutory safety certificate from a PESO-approved Competent Person.
  • Final License Application. Assembling the approved drawings, NOCs, and safety certificates for submission on the PESO portal, through to inspection and license issuance.
  • Renewal. Filing 30 to 60 days before expiry with updated safety test certificates and CTO, so storage or handling is never left uncovered.

Engagement Process

  1. Site Assessment

Reviewing storage volumes, pressure vessel specifications, and hazard-zone classification against PESO's thresholds to determine which license applies.

  2. Layout & Documentation

Preparing safety layout plans and coordinating NOCs from the District Magistrate and Fire Services.

  3. Testing & Certification

Arranging Competent Person inspection, hydro-testing, and the resulting safety certificate.

  4. Application & Inspection

Final portal submission and liaison through to PESO's physical inspection and license issuance.

Who This Is For

Manufacturing units with DG yard diesel storage, LPG or other pressure vessels, bulk fuel storage, or hazardous chemical handling above PESO's exemption thresholds, including fuel outlets, gas manufacturers and refillers, and equipment fabricators working with pressure vessels or flameproof electrical equipment.
