The Regulator's Side of the Table
Tamil Nadu's pollution consent process involves multiple rounds of document scrutiny, site inspections, and inter-department referrals before a final order is issued. Once a unit is running, dozens of inspectors across multiple departments can have standing to walk onto the floor: the tail end of a process that requires approvals from environmental, factory, fire safety, tax, and trade authorities before a single machine switches on. Most industrial units learn to treat compliance as something to survive. That is the wrong way to think about it.
The alternative starts with having sat on the other side of that process. When your consultant has spent years reviewing applications as an insider, they know exactly which numbers get scrutinised first, which supporting documents trigger a second look, and where most filings quietly fall apart.
