Saanvi Advisory TRUSTED PARTNER FOR REGULATORY EXCELLENCE

Overview

Every state administers its own industrial and factory safety authority under the central Factories Act, 1948. In Tamil Nadu, that authority is the Directorate of Industrial Safety and Health (DISH), and a new industrial unit needs two approvals from it: Factory Plan Approval before construction begins, and a Factory License (Form 2) before operations start, with renewal at prescribed intervals after that.

Neither approval stands alone. A Fire Pre-Construction NOC has to be in hand before DISH will clear the factory plan, and an Operational Fire Safety License has to follow before the Factory License is issued, both filed through the state's single window portal and inspected by the Fire and Rescue Services. Saanvi Advisory files both stages directly: the fire-protection drawings and the factory plan move together, not as two separate submissions. A layout discrepancy, an access road narrower than the clearance fire tenders need, or a hydrant main sized against the wrong floor area, is usually what sends a filing back on query. Catching that before submission is the same factory-licensing judgment our founder built over 25 years handling these approvals.

Once the factory is operational, a Safety Management System audit under IS 14489 becomes a recurring obligation. Hazardous-process and Major Accident Hazard units need an external audit by a DISH-recognized Competent Auditor every year or two; other manufacturing units are expected to audit internally each year and bring in an external auditor every two to three years. The audit evaluates six domains: policy and governance, plant and machine safety, chemical and process risk, fire and emergency systems, occupational health, and compliance and permits. Saanvi Advisory coordinates this through its tie-up with DISH-recognized auditors: running a gap analysis beforehand so findings don't arrive as a surprise, and reviewing the report with management before it goes to the statutory authorities.

What's Included

  • Factory Plan Approval. Layout, setback, and process-area drawings reviewed and cleared by DISH before construction begins.
  • Fire Pre-Construction NOC. Site and fire-protection system drawings, covering access roads, hydrant mains, and sprinkler layout, filed alongside the factory plan.
  • Factory License Registration (Form 2). Licensing the unit to operate once construction is complete and plant machinery is in place.
  • Operational Fire Safety License. Post-construction inspection and functional testing of fire pumps, hydrants, alarms, and emergency exits, ahead of commissioning.
  • License Renewal. Tracking and filing Factory License and fire safety renewals at their prescribed intervals.
  • Labour Code Compliance. Ongoing compliance with the Factories Act and applicable labour codes across the facility's operating life.
  • Safety Audit Coordination. Arranging the IS 14489 Safety Management System audit through a DISH-recognized Competent Auditor, with a pre-audit gap analysis to flag engineering, electrical and documentation gaps while there is still time to close them.
  • Audit Report Review & Submission. Walking Critical, Major and Minor findings through with plant management, preparing the Compliance Action Plan, and submitting the final report to DISH through the single window portal.

Engagement Process

  1. Document & Drawing Preparation

Site layout, floor plans, fire protection system layout, and the structural stability certificate from a licensed engineer.

  2. Pre-Construction Filing

Fire Pre-Construction NOC and DISH Factory Plan Approval filed together, sequenced so one doesn't wait on the other.

  3. Construction-Stage Coordination

Equipment and pressure-testing certificates arranged as fire pumps, hydrants, and plant machinery are installed.

  4. Inspection & License Issuance

Query resolution, site inspection, and final Factory License and Fire Safety Certificate issuance.

Who This Is For

Industrial units anywhere in India setting up a new facility, expanding an existing one, or due for a statutory safety audit. Whether you need factory plan approval, license registration or renewal, fire safety clearance, or a full IS 14489 Safety Management System audit, Saanvi Advisory handles it directly through DISH, the Tamil Nadu Fire and Rescue Services, and DISH-recognized Competent Auditors.
